service and other conditions have to be considered. It often

happens that persons who have rendered good service in some

special branch,or in some subordinate capacity, are promoted to

be the Hoad of a Department, for the due administration of which

they have not the requisite qualification It is therefore by

no means certain that Mr Cooper's successor will have equal

qualifications for the management of the joint departments.

If the post of Surveyor General be herefter filled by a person,

who is neither conversant with, nor interested in, the managemont

of Water and drainage Works, or Sanitary Engineering generally,

the advantages of uniting the departments will cease, or will at

least be greatly neutralized by the friction and imperfect admin-

istration that must inevitably arise, if the Head of the Depart-

ment be not fully competent to direct personally, every branch

of his department. This is no imaginary case. It has happened

before; and tie consequence was the state of affairs which I have

recorded in several Reports. It may happen nga in, and if it does

the following will be the result. Rither the Surveyor General

will have to be provided with a special Executive Engineer, to

direct the Water and hainage Departament, or, the whole manngə-

ment will be left to the direction of subordinate officers.

If a special Engineer be appointed, then there is no

public advantage in transmitting the views of one who knows, to

is to be offipient, no must be practically indepondent of his

chief. He must have the absolute control of his staff. He
